Финансовое учреждение, обычно торговый банк (merchant bank), которое специализируется на размещении ценных бумаг (floatation) частных компаний на фондовой бирже (stock exchange). В некоторых случаях эмиссионные дома сами целиком покупают весь выпуск (см.: underwriter (андеррайтер; поручитель; гарант)), таким образом гарантируя компанию от неопределенностей относительно сумм, которые она сможет получить в результате размещения своих бумаг. После этого он, как правило, продает акции широкой публике, обычно путем предложения новых ценных бумаг напродажу (offer for sale), представления ценных бумаг через биржу (introduction), выпуска ценных бумаг на основе торга/аукциона (issue by tender) или размещения (placing) их. В США эту функцию выполняет инвестиционный банк (investment bank).

Метод выпуска акций на Лондонскую фондовую биржу (London Stock Exchange), когда эмиссионный дом (issuing house) приглашает инвесторов подавать на них заявки (tender). После этого акции или ценные бумаги распространяются среди тех, кто предложил наиболее высокую цену. Обычно в тендерных документах указывается самая низкая из приемлемых цен. Этот метод может быть использован для новой эмиссии (new issue) или для размещения облигаций (см.: debenture (долговое обязательство)), но применяется не часто. Сравни: introduction (представление ценных бумаг через биржу); offer for sale (предложение ценных бумаг на продажу); placing (размещение ценных бумаг); public issue (публичный выпуск новых акций).

Предложение широкой публике приобретать ценные бумаги компании через посредников, таких, как эмиссионный дом (issuing house) или торговый дом (merchant bank) (сравни: offer by prospectus (предложение компанией новых ценных бумаг при помощи проспекта)). Это один из наиболее распространенных способов размещения ценных бумаг (flotation). Предложение для продажи может осуществляться двумя путями: по фиксированной цене, что наиболее распространено, но в случае превышения спроса над предложением требует каких-то форм жеребьевки или распределения; или путем выпуска ценных бумаг с помощью торга (issue by tender), в этом случае отдельные лица заявляют о готовности купить определенное количество ценных бумаг по какой-то минимальной или более высокой цене, и бумаги уходят тому, кто дал более высокую цену. В США “предложение для продажи” называется public offering. Сравни: introduction (размещение ценных бумаг); placing (размещение ценных бумаг); public issue (публичный выпуск новых акций).
